Decision Support Business Partner

St. Michael's Hospital - Unity Health Toronto

This is a Contract position in Toronto, ON posted September 17, 2020.

Unity Health Toronto is undergoing an exciting transformation into a data driven organization. Many levers – including health system reform, quality improvement and public reporting have created an urgency to better understand drivers of hospitals’ performance and the inter-relationships between financial, clinical and quality data, to inform decision-making. To support this, there have been significant investments in an enterprise data warehouse, business intelligence and other statistical tools to enhance the organization’s analytic capability and maturity.

The Decision Support team provides analytical support to programs/services across Unity Health, as well as to key strategic, quality, performance and financial initiatives. Decision Support is a team of highly trained, experienced and diverse professionals across the domains of analytics, data management and health information. The team employs various analytical methods to support our clients in achieving their strategic and operational goals.  

Reporting to the Manager, Reporting & Analytics, the Decision Support Business Partner will leverage their strong analytical skillset, and understanding of healthcare data sets to support clients in evidence informed decision making, performance monitoring and improvement. The Decision Support Business Partner will be the analytical lead for assigned clients/projects; providing high quality, and in depth analysis coupled with insightful interpretation to support a wide variety of needs. As a senior member of the Decision Support team, they will serve as a leader to coach and mentor junior staff on data structures, analytical/statistical techniques and the broader health care context (i.e. quality, utilization, performance, funding, operations etc.)

** Please note this role will have responsibilities at all three of our sites; Providence Healthcare, St. Joseph’s Health Centre and St. Michael’s Hospital. Travel between sites will be required as part of this role.

Duties and Responsibilities:

  • Lead support for clinical and non-clinical clients in a variety of analytical needs including: development of robust analytical plans, statistical analysis, key performance indicators, benchmarking, data visualizations, and routine and ad hoc reporting.
  • Work closely with clients to create high impact analytical products including, simple to more advanced analysis, models or reports that generate meaningful insights, and is presented in an effective way. The Decision Support Business Partner is responsible for the work from start to finish including the approach, validation/data quality and the documentation of technical specifications.
  • Design and build interactive and static data visualizations using various reporting software programs in order to provide insights and enable strategic business decisions to be made. Provide education and subject matter expertise to the leadership team and physicians on the interpretation of data, and functionality of business intelligence tools and reports.
  • Conduct statistical analysis and hypothesis testing to improve forecasting, targeting and performance measurement for the organization.
  • Provides insightful interpretation support to support strategic, operational, quality and improvement plan; incorporates data and information from a variety of source (quantitative and qualitative) to improve insight generation.
  • Combines understanding of the business and trends with an expertise in data and analytics to provide proactive analysis to mitigate risks/issues and improve performance.
  • Employs in depth knowledge of the health care reporting environment to support both external reporting and the internal use of data from external sources and portals (MOHLTC, funding agencies, CIHI).
  • Adherence to internal policies & procedures, including the protection patient/employee confidentiality.
  • Consults and liaises with clients on analytical needs related to a variety of projects including: strategy, business cases, quality improvement, performance, funding, research, evaluation etc.
  • Provide expert advice and educates end users on data results and interpretation, with the goal of improving data literacy in the organization.
  • Proactively engages with clients on potential risks, issues or improvement opportunities.
  • Identifies and leads improvement initiatives in the areas of data quality, department standards, internal tools and other internal processes in order to support continuous improvement.
  • Collaborates with key partners (IT, Coding, Clinical Informatics, Finance, HR, Research, etc.) and peers to identify new data sources to incorporate into various analysis, as well as innovative analytical/statistical techniques (predictive, simulation, optimization models) that will generate new insights.
  • Provides coaching and mentoring to new and junior staff.
  • Commitment to learning and growth, and contribution to share department educational goals.
  • Identify data quality issues found within enterprise data warehouse and other database systems used for reporting purposes. Track and log issues as needed and work with the appropriate teams for resolution.
  • Conduct testing and review activities within data environments in conjunction with Information Technology team, external contractors, project managers and colleagues within the department.
  • Work with Information Technology in terms of identifying opportunities to make key information more easily and reliably accessible.

Qualifications:

  • Undergraduate Degree in applicable field required (Statistics, Math, Engineering, Computer Science, Science, Health Information, Business, etc.).
  • Master’s Degree (completed or in progress) in a related discipline is an asset.
  • Five (5) or more years of experience in a decision support or analytical environment; healthcare experience is preferred.
  • Experience with hospital data (e.g. DAD, NACRS); knowledgeable within the health care environment and of industry trends.
  • Demonstrated proficiency in utilizing statistical and business intelligence tools such as SAS, SQL, R, Tableau etc.
  • Experience working in a complex data environment, including enterprise data warehouses and other relational databases. Ability to transform data from non-traditional data sources (other reports, external sites and systems, etc.).
  • Demonstrated experience leveraging data mining techniques to process large scale data and assemble complex, high quality datasets.
  • Demonstrated competency within qualitative and quantitative data analytics, visualization, and reporting.
  • Ability to analyze data and present complex information and recommendations in an easy to understand manner; excellent interpersonal, verbal and presentation skills.
  • Ability to work autonomously, demonstrate initiative while employing strong organizational and prioritization skills to work effectively in a complex, fast paced environment.
  • Exceptional problem solving, analytical and critical thinking skills.
  • Team player who is willing to learn, coach /mentor and positively contribute to Unity Health Toronto.
  • Demonstrated attention to detail in day-to-day work with a focus on quality of work, accuracy and customer service.
  • Strong computer skills including MS Office Suite (Excel, Access, Word, and PowerPoint).
